Collapsing Bridges … Falling Skies?

One of the most written about stories from the end of last year and continuing now is the M1 Grayston Drive Bridge collapse on 14 October 2015. There are many questions surrounding the collapse of the temporary structure and the inquiry into who will ultimately be held responsible is ongoing.

Some of the points that have emerged so far:

* Two people were killed and 19 others injured in the accident.

* It was the scaffolding for the support structure that was intended to be a pedestrian and cycle bridge connecting Alexandra and Sandton that collapsed.

* There was no structural movement on the M1/Grayston Drive pedestrian and cyclist bridge before it collapsed.

* The failure of the couplers to provide adequate stability to the structure may have been central to the collapse.

* Australian Engineers who are experts in collapse analysis and who investigated the matter found that failure to properly tighten the couplers, may have led to the structure not being robust enough to withstand the force of the wind.

* Two batteries of girders not being bolted together in the centre of the motorway and the fact that the structure had not been bolted to the ground. A security video that captured the event shows the eastern and western girder batteries, which are the two halves of the horizontal structure that spanned the freeway, separating during the collapse as a result of not being bolted together.

It will be interesting to hear what the final determination will be in this case, but this is not the first bridge to collapse in South Africa or in the world.

One other big bridge failure in South Africa, occurred in 1998; the Injaka Bridge Collapse was found to have been caused by: Incompetence and negligence; Steel launch nose not structurally stiff enough; Incorrect temporary works slide path; Incorrectly placed temporary bearings; Incorrect feeding of bearing pads; Under-designed deck slab.

January 2015: Two bridges in Mozambique.

19 January 2015: Hopple Street Overpass, Cincinnati, Ohio, USA.

01 February 2015: Plaka Bridge, Plaka-Raftaneon, Epirus, Greece.

02 February 2015: Skjeggestad Bridge, Holmestrand, Norway.

18 June 2015: Pennsy Bridge, Ridgway, Pennsylvania, USA.

20 July 2015: I-10 Bridge, Southern California, USA.

03 August 2015: Queen Juliana Bridge, Alphen aan den Rijn, Netherlands.

29 September 2015: Bob White Covered Bridge, Patrick County, Virginia, USA.

29 December 2015: Tadcaster Bridge, North Yorkshire, England.

10 January 2016: Nipigon River Bridge, Ontario, Canada.

31 March 2016: Vivekananda Flyover Bridge, Kolkata, India.

16 April 2016: Aso-ohashi Bridge, Minami-Aso, Japan.

21 April 2016: Niemeyer Avenue Bicycle Lane, Rio de Janeiro, Brazil.

20 May 2016: May Avenue Bridge, Oklahoma City, USA.

03 August 2016: Mahad Bridge, Mumbai, India.

Just under half of these were due to design or construction faults and the rest due to natural disasters.

It is clear that bridges are collapsing around the world, not just in South Africa and that most are caused by natural disasters. However, in the cases that were not natural disasters, could they have been prevented? Were there measures that should have been taken, and weren’t?

As outsiders, watching the events unfold after the fact, we will never have all the facts and all that runs rife is speculation.

As in the words of Chicken Little “The sky is falling”, and so, are bridges…be wary of the bridges you cross, or burn.

An online search is the easiest and quickest way to obtain any sort of inforrmation you are looking for and there are so many ways of searching.

There’s Twitter, Facebook, Instagram..But.. as we can see by the results above, this may take a while as you would have to be very specific on what “Tenders” you are looking for ie: Lemon & Herb Tenders, Crispy Tenders, Mild Tenders and judging by the pictures and posts.. KT and Greta may be onto something #justsaying. And if you are anything like me…looking through all this might make you really hungry and now your thought pattern has shifted and the question is now chicken pieces or chicken pops!! hmmmm..oooh wait.. how about those nuggets, the ones with that delish little sweet and sour sauce (tummy rumble). On the other hand these searches may also give you helpful directions to your nearest KFC or chicken fast food restaurant… which in this case, is super helpful as my intention is to get this unforseen hunger taken care of!!

Gauteng which means “place of gold”, is one of the nine provinces of South Africa. It was formed from part of the old Transvaal Province after South Africa’s first democratic elections on 27 April 1994. It was initially named Pretoria-Witwatersrand-Vereeniging (PWV) and was renamed “Gauteng” in December 1994.

Situated in the Highveld, Gauteng is the smallest province in South Africa, accounting for only 1.5% of the land area. Nevertheless, it is highly urbanised, containing the country’s largest city, Johannesburg, its administrative capital, Pretoria, and other large industrial areas such as Midrand and Vanderbijlpark. As of 2015, it has a population of nearly 13.2 million, making it the most populous province in South Africa.

As of May 2011 Gauteng is divided into three metropolitan municipalities, and two district municipalities which are further divided into seven local municipalities.

To answer the above lets break it down.

 

  1. What is the Project Life Cycle?

One of the services we offer at Leads 2 Business is Projects and the various phases within these Projects are known as the Project Life Cycle. The Stages in a Project Life Cycle are Conceptual, Procedural, Design, Tender, Awarded & Underway, Complete and Postponed.

  1. What is Value?

According to the Business Dictionary value is described as, “The extent to which a good or service is perceived by its customer to meet his or her needs or wants, measured by customer’s willingness to pay for it. It commonly depends more on the customer’s perception of the worth of the product than on its intrinsic value.”

 

In short the answer to the question, “At which point in the Project life cycle can your business find value?” is simple: you can find value in every point in the Project Life, depending on what your business does.

 

You may be asking, “How?”

 

Here are a few examples:

Professionals like Architects, Engineers and Quantity Surveyors can contact the Client/Developer directly at the Conceptual/Procedural stage to be appointed as part of the Professional team.

Project Managers can contact the Client/Developer directly at Conceptual/Procedural/Design Stage to get involved. They can also contact other Professionals appointed on a Project to market and build relationships.

Subcontractors like plumbers, electricians and painters can contact Companies at Tender/Awarded Stage to provide quotes.

Do Private Tenders exist….

Pfft….everything exists…you just need to know where to look!

There is going to be a 30 000m² mall situated on the N3 / London road interchange within Alexandra township, Gauteng. The mall includes 5 entrances, extensive taxi rank facilities, ample parking, two flood-lit mini soccer courts surrounding a 250 seater feature restaurant plus a children’s play area within the food court. And contractors are sitting around scratching their heads wondering “how did I miss this tender”??

Quite simple really. Firstly you have to be invited to tender for it. It is not a Government funded project. It is being done by a Private Developer who already has contractors in mind that will be invited to submit prices. So, yes, Private Tenders do exist. They are just known in construction circles as “Invited Tenders”.

So…. how can you get invited to tender on this mall? You would have to approach the developer or the professional team involved and sell your company to them. But firstly you have to find out who is developing the mall? Who is the architect? Who is the consultant and quantity surveyor…not to mention you have to find the contact details for them too…phew…that is quite a lot of work just to be invited to tender.

At Leads 2 Business we make this easier for the contractor. We source all this information for them. We source these private leads from conceptual stage to procedural stage, where the feasibility and EIA consultant are appointed to ascertain whether the project would be feasible and to ensure environmental authorisation is applied for and received. Yes, yes, we source this information too. Then, once all this is approved the architects are appointed to design the mall. They and the developer put their heads together to see which construction companies they should send the invited tender to. Here you put your foot in the door, a spanner in the works and say hey…what about me…this goes for the vendors too. You can say to the architects and quantity surveyors, well we have this amazing roofing, flooring, walling, windows etc and get your products listed on that BoQ.

It all boils down to … Sell your business. We can only provide the Leads but it is up to you to be “Invited to Tender”.

So to recap…do Private Tenders exist? Yes they do, but do not expect them to come knocking on your door. Go out and find them.

What is a Project?

A project is temporary in that it has a defined beginning and end in time, and therefore defined scope and resources.

And a project is unique in that it is not a routine operation, but a specific set of operations designed to accomplish a singular goal. So a project team often includes people who don’t usually work together – sometimes from different organizations and across multiple geographies. The temporary nature of projects stands in contrast with business as usual (or operations), which are repetitive, permanent, or semi-permanent functional activities to produce products or services. In practice, the management of these two systems is often quite different, and as such requires the development of distinct technical skills and management strategies.

What is Project Management?

Project management, then, is the application of knowledge, skills, tools, and techniques to project activities to meet the project requirements. The primary challenge of project management is to achieve all of the project goals within the given constraints. The primary constraints are scope, time, quality and budget.

Project management processes fall into five groups:

Initiating

Planning

Executing

Monitoring and Controlling

Closing

Initiating

The initiating processes determine the nature and scope of the project. If this stage is not performed well, it is unlikely that the project will be successful in meeting the business needs. The key project controls needed here are an understanding of the business environment and making sure that all necessary controls are incorporated into the project. Any deficiencies should be reported and a recommendation should be made to fix them.

The initiating stage should include a plan that encompasses the following areas:

analyzing the business needs / requirements in measurable goals

reviewing of the current operations

financial analysis of the costs and benefits including a budget

stakeholder analysis, including users, and support personnel for the project

project charter including costs, tasks, deliverables, and schedules

Planning

After the initiation stage, the project is planned to an appropriate level of detail. The main purpose is to plan time, cost and resources adequately to estimate the work needed and to effectively manage risk during project execution. As with the Initiation process group, a failure to adequately plan greatly reduces the project’s chances of successfully accomplishing its goals.

Project planning generally consists of

determining how to plan (e.g. by level of detail or Rolling wave planning);

developing the scope statement;

selecting the planning team;

identifying deliverables and creating the work breakdown structure;

identifying the activities needed to complete those deliverables and networking the activities in their logical sequence;

estimating the resource requirements for the activities;

estimating time and cost for activities;

developing the schedule;

developing the budget;

risk planning;

gaining formal approval to begin work.

Additional processes, such as planning for communications and for scope management, identifying roles and responsibilities, determining what to purchase for the project and holding a kick-off meeting are also generally advisable.

For new product development projects, conceptual design of the operation of the final product may be performed concurrent with the project planning activities, and may help to inform the planning team when identifying deliverables and planning activities.

Executing

The execution / implementation phase ensures that the project management plan’s deliverables are executed accordingly. This phase involves proper allocation, co-ordination and management of human resources and any other resources such as material and budgets. The output of this phase is the project deliverables.

Monitoring and controlling

Monitoring and controlling consists of those processes performed to observe project execution so that potential problems can be identified in a timely manner and corrective action can be taken, when necessary, to control the execution of the project. The key benefit is that project performance is observed and measured regularly to identify variances from the project management plan.

Monitoring and controlling includes:

Measuring the ongoing project activities (‘where we are‘);

Monitoring the project variables (cost, effort, scope, etc.) against the project management plan and the project performance baseline (where we should be);

Identifying corrective actions to address issues and risks properly (How can we get on track again);

Influencing the factors that could circumvent integrated change control so only approved changes are implemented.

In multi-phase projects, the monitoring and control process also provides feedback between project phases, in order to implement corrective or preventive actions to bring the project into compliance with the project management plan.

Project maintenance is an ongoing process, and it includes:

Continuing support of end-users

Correction of errors

Updates to the product over time

Monitoring and controlling cycle

In this stage, auditors should pay attention to how effectively and quickly user problems are resolved.

When changes are introduced to the project, the viability of the project has to be re-assessed. It is important not to lose sight of the initial goals and targets of the projects. When the changes accumulate, the forecasted result may not justify the original proposed investment in the project. Successful project management identifies these components, and tracks and monitors progress so as to stay within time and budget frames already outlined at the commencement of the project.

Closing

Closing includes the formal acceptance of the project and the ending thereof. Administrative activities include the archiving of the files and documenting lessons learned.

This phase consists of:

Contract closure: Complete and settle each contract (including the resolution of any open items) and close each contract applicable to the project or project phase.

Project close: Finalize all activities across all of the process groups to formally close the project or a project phase

Also included in this phase is the Post Implementation Review. This is a vital phase of the project for the project team to learn from experiences and apply to future projects. Normally a Post Implementation Review consists of looking at things that went well and analysing things that went badly on the project to come up with lessons learned.

Project managers

A project manager is a professional in the field of project management. Project managers can have the responsibility of the planning, execution, and closing of any project, typically relating to construction industry, engineering, architecture, computing, and telecommunications. Many other fields in production engineering, design engineering, and heavy industrial have project managers.

A project manager is the person accountable for accomplishing the stated project objectives. Key project management responsibilities include creating clear and attainable project objectives, building the project requirements, and managing the triple constraint for projects, which is cost, time, and scope.

A project manager is often a client representative and has to determine and implement the exact needs of the client, based on knowledge of the firm they are representing. The ability to adapt to the various internal procedures of the contracting party, and to form close links with the nominated representatives, is essential in ensuring that the key issues of cost, time, quality and above all, client satisfaction, can be realised.

Stakeholder management

All management is concerned with these, of course. But project management brings a unique focus shaped by the goals, resources and schedule of each project.

Due to severe lack of adequate housing for the burgeoning populations in the various countries in Africa, more and more private developers are looking at building, not just housing estates, but whole new cities with the “Live, Work, Play” concept. Some of these new cities or mixed-use developments are still in the planning stages, but some are already underway :

Some of these developments are :

Pearl Marina – Uganda – is a development located on a 300 acre prime property located on the Garuga Peninsula in Uganda. The property is to be developed as a premium integrated water front destination, resort town and a premier Uganda tourism asset. The development will provide premium tourism and residential facilities, including hotels, conference facilities, luxury apartments, villas, a golf course, marinas, hospital, international school, modern office park and a retail centre. This is already under construction.

Tatu City – Kenya is the development of a new, world class mixed use and mixed income city centre for Nairobi, approximately 15km north of the current Nairobi City Centre in Kenya, East Africa. It covers an area of approximately 1 000 hectares and when developed, it will provide a comprehensive mix of land uses, including residential, retail, commercial, tourism, social facilities and recreation and will be privately managed. The developer, Tatu City Ltd, will undertake the servicing of the land parcels for onward sale to developers. The infrastructure includes roads, electricity, water, waste water and solid waste infrastructure as well as public landscaping and (possibly) some simple municipal building. Construction on the residential component is underway.

Vision City – Rwanda – The proposed development is set on a prime 158 hectare tract of land in Gaculiro, Kinyinya Sector of Gasabo district, this high end estate is adjacent to RSSB constructed Vision 2020 Estate and approximately 3 km from the proposed Central Business District (CBD) at Muhima and 6 km from Kigali International Airport. It will consist of over 4 500 units in different configurations ranging from luxury villas to apartments to be built in 4 phases over 8 years. Phase 1 is already underway.

Eco Medical Village – Ghana – This is a proposed medical village project development which is located in Accra, on a 30 acre site acquired adjacent to Ghana Institute of Management and Public Administration in Ghana. The construction of a medical village in Ghana that will consist of: a 380 ward hospital, 120 ward women and children hospital, underground parking space for 1 000 vehicles, 120 ward housing for the elderly, 17 storey doctors’ offices, a medical shopping mall; all things health; 40 x unit studio apartments for medical trainees; a medical research center in collaboration with world renowned hospitals; a 4 star medical hotel, a 2 star medical hotel, air ambulance and paramedic services and a housing facility for medical staff. The sod-turning ceremony is scheduled for October this year.

Sharm El Sheikh – Egypt – The development is to consist of villas, townhouses, apartments, offices, hotels and shopping malls. The property is located on the edge of the Red Sea, the development spans a massive 437 000m² and features residential components including villas, townhouses and apartments with all properties created to maximise sea view. A seaside, 5-star hotel with 118 executive rooms, 30 suites, 10 Spa Suites, a Presidential Suite Villa and a Royal Suite Villa further complements a thriving community. The entire development is surrounded by a lushly landscaped, one-of-a-kind greenbelt orienting the hotel and the residential properties. Construction has commenced on the hotel.

Even in North Africa, there are new cities being considered :

Tunisia Economic City – Tunisia – This new city is located in Enfidha District in Tunisia (North Africa) in close proximity to the Enfidha Al-hammamat International airport which can help initially to speed up the building of the city. The 90 square kilometer project with an 18 kilometer beach front modern sustainable and Eco-friendly metropolis will be the home of 500 000 inhabitants and will provide 250 000 jobs once completed within 15 years from now. Construction has not yet commenced on this.

There is also a whole new capital city planned in Egypt, just outside Cairo :

New City – Egypt – is the construction of a whole new city, outside Cairo. This new city will become the country’s new capital. The new city is meant for the low and middle income earners and will include an airport, shopping mall, hotels and amenities such as schools and hospitals as well as providing homes to low and middle-income buyers. The new city is still to be named and will be built near the Suez Canal. A Chinese construction company have been awarded the contract to build the city and the infrastructure & civil works have started.

There is a very exciting project currently underway in Nigeria :

Eko Atlantic Development – Nigeria – This development is to be built on about nine million square metres of reclaimed land, 2.4 kilometres south of Ahmadu Bello Way, Victoria Island, Lagos in Nigeria. Once completed it will be one and a half times the size of the current Victoria Island. It is estimated that it will accommodate 250 000 residents and 150 000 commuters. The city will cover seven districts : Ocean Front, Harbour Lights, Business District, Eko Drive, Marina, Avenues and Downtown. The Business District will also house a convention centre, auditorium and hotels. Construction is well underway.

This is just the tip of the iceberg of new mixed-use developments up and coming in Africa.

A Buyer/Contractor sends out Requests for Quotes (RfQs) to specific Vendors/Suppliers listed on our directory.

When a Vendor/Supplier receives the RfQ, they have the option to price it or to decline the request.

Vendors can respond to the RfQ via : Online pricing, email or fax (If the Buyer/Contractor has drawings associated with the Bill these will be available online and accessible with your Vendor/Supplier username and password).

Vendors/Suppliers who haven’t responded are contacted by the Leads 2 Business Control List Team for follow up.

Prices submitted by Vendors/Suppliers are used by the Buyer/Contractor to formulate their tender pricing.

Have you ever received one of these and wondered why?

RFQ

The reason you have received an RfQ email is because you are listed on our Directory as a Vendor. We have Buyers (main contractors) who subscribe to our Leads 2 Quotes platform who use our Directory to select Vendors to send RfQ’s to.

Basically these Buyers send us BoQ’s for each relevant contract. We (L2Q Bills staff) process these BoQ’s by formatting them and splitting each item into the relevant trades (which may sound simple but can often take many hours to decipher). The Buyers, using our Directory, select a trade and region and a list of the relevant Vendors under that Trade and Serviceable Region appear, they select who they want to send to and click ‘Send RfQ’. You (the Vendor) will then receive an RfQ email (as above).

You have received this email, now what?

Firstly you need to check if the RfQ you have received is relevant to what your company does. If not, you will need to click on the “Update my Trade Profile”.

If the items are of relevance and you would like to price you can click on “Intend to Price”. If the items are of relevance but you are unable to quote for that time period (see respond by date/start date) you can click on “Decline to Price”. This will indicate to us (L2B) and the Buyer (who’s details are listed on the top right hand corner of the email) whether you will or won’t be pricing.

You’ve decided to Price the RfQ, where to next?

You will need to go ahead and work out the relevant rates required. Remember to take note of the Buyers T’s & C’s as some of these may specify whether VAT should be exclusive or inclusive and whether delivery or labour should be included. If you require Drawings in order to price you can click on the “Drawings” link in order to view or download the drawings. If there are no drawings on that link you will need to contact the Buyer. It is vital to note that we only have the information that the Buyers have provided. Any additional information required that is not available online, will have to be requested directly from the Buyer by the Vendor.

In order to use any of the L2B online features you will need your Vendor login details (Registration is Free). If you cannot remember these or have never registered as a Vendor you are welcome to contact us, via email, telephonically or via our Live Help option in order to request assistance.

Once you have all your relevant rates you can then go ahead and choose how you would like to respond to the RfQ. You could choose Fax, Email or Online Pricing, please note that Online Pricing is the quickest and easiest.

You’ve (wisely) chosen to use Online Pricing, where do you start?

You can use Online Pricing by clicking on the “Price Online Now” link which will take you to the L2B website where you will log in using your Vendor login details.

Once logged in you select the Vendor Home page on the Home drop-down. Your Active RfQ’s will now be displayed where you can click on “Submit Price” next to the relevant contract number and you will be redirected to enter your T’s & C’s, after submitting, the “Pricing” page will be displayed where you can simply enter your rates for each item which are automatically multiplied by the quantity to give a total and a grand total in red at the bottom. You are also able to interact with the other tabs as their relevance requires. Once you are happy with everything you can click on “Submit Prices”, ticking the “Send a copy to my email” box if you would like to keep a copy of the pricing you have submitted.

What do you do once you’ve submitted your prices?

Once the contract is awarded you will receive a notification via email. If the Buyer who sent you the original RfQ is awarded the contract you can now follow up with them regarding the prices you previously submitted to see if they will require your services and how competitive your prices were. If the contract is awarded to a different contractor you can still contact them and offer to send them your prices (you should have a copy if you selected to send a copy to your email) or by logging into your L2Q Vendor Profile and clicking on the relevant “Download Sent Bill” icon.

Tendering online in 7 (easy-ish steps)

 

How do you even begin in this process? It can be fairly daunting right? Perhaps starting with what NOT to do is a good way to go. In order to really learn what not to do when tendering online, you should check out How to stuff up a Tender. South Africa is quite au fait with the term Tenderpreneur. In fact, we actually have a top Ten list. Although it is a tongue in cheek kind of humorous thing to refer to (South Africans love to make fun of themselves in a way the rest of the world is baffled by), it is a serious issue in South Africa. But I reckon the reason you are here reading this post is because you want to do Tendering online as well. So let’s take a look at some steps to help you with tendering online:

 

Step One

Get yourself a desktop/laptop/tablet or just simply use a smart device.

 

Step Two

To be online you need to be hooked up to the World Wide Web. Yes, the Internet. The purveyor of many evils and sometimes, a little surprisingly, just as much good.

 

Step Three

Sharpen your pencil, because here we go….

You need to find Websites that provide tender notices. Or instead, a service provider that will wonderfully just deliver the notices to your email daily (shameless punting I know – but hey – you are reading our blog).

Store this list of websites on a word document (or just open your email inbox if you are subscribed to our services). Check this daily to see whether there are new tenders that match your criteria.

 

Step Four

Are you registered on the Supplier Database for the particular Municipality putting out the tender? Check with them if this is required. It would be a pity to submit the perfect bid and not meet this criteria.

 

Step Five

OK, so you have identified what tenders you wish to bid on. Yay! Half way there. If you want to know what procedures you need to follow, I will leave that to the Pro’s to tell you. Check this link out for tender procedures and more steps to help increase your chances of getting your foot in the door.

Making sure you have the correct documentation is important. Check out a comprehensive guide for making sure you have all your ducks in a row (so to speak).

 

Step Six

Check where the Site Inspection is (if applicable) and whether it is compulsory. Wouldn’t want to miss out on that!

 

Step Seven

Sharpen your pencils and do your calculations – put your bid together. Make sure you have all the necessary forms to submit with your bid along with the correct place to submit it by the correct date.

 

So the big questions is…..

 

How Do I Win A Tender?

 

Well, listen up close. If you want to win.. you need to be persistent. Its unlikely to happen on the first tender, so keep at it. Some winning tips may help you though. Ultimately, tendering online streamlines some of your processes, but isn’t so much different from doing it old school in that attention to detail, diligence and persistence will take you a long way to earning a winning bid.
