CIDB Explained

What is the CIDB?

The South African Construction Industry Development Board was established by an Act of Parliament, Act 38 of 2000. By going through the CIDB registration process, contractors’ capacity development, empowerment, industry performance and best practice are enhanced.

All contractors working in the public sector must register with the CIDB except subcontractors and joint ventures, however all JV partners must be individually registered. Home builders are regulated by the National Home Building Council (NHBRC), so they do not have to register with the CIDB board.

How is a CIDB grading determined?

It’s all about the amount of money the contractor has in his financial books, but includes their work experience. As the contractor’s bank account improves he can apply for a higher grading of CIDB with the CIDB Board. The grading helps to determine the maximum value a contractor can comfortably fulfill. CIDB registered companies are assigned a unique identify known as a CRS number. A CIDB grade is represented by one digit and two letters. A higher grading number means an increased tender value. Grade 9, for example, means the contractor does not have a limit to the amount and value of work they can do and is the highest grade available. There are no qualifying criteria for grade 1. When grading between levels 2 and 9, the board looks at the projects a contractor has completed in the last 5 years and their available capital. Contractors can be graded as sole proprietors, partnerships, companies, or corporations. Each CIDB grade is valid for 3 years from date of registration. After 3 years, a contractor needs to renew their application and this can be done online. Every 6 years, a contractor must prove that they still meet the relevant criteria to remain in a particular grade by submitting the necessary supporting documentation for evaluation by the CIDB Board. During the 3 year validity period, a grade must be updated annually, and the contractor must pay the applicable annual fee (The admin fee is payable every 3 years). A CIDB grade that has not been updated for two consecutive years is suspended on the CIDB register. Annual updates do not apply to Grade 1 contractors. The subscription amount varies depending on the grade and whether it is a new application or renewal. A company can apply for multiple CIDB gradings e.g. CIDB 9GB and CIDB 6EP. In the case of multiple gradings, they will pay the admin fee for each grade and the annual fee for the highest grade only. A contractor must have a valid CIDB rating in order to bid on a contract that has a CIDB rating specified. It takes 21 working days to be registered on the CIDB website. The board does not print registration certificates and the name of the contractor is published on the website once grading is awarded. Clients can verify grading as well as the status of a contractor’s registration on the website.

History of Leads 2 Business

Cedrus Internet Solutions

Cedrus Internet Solutions (CIS) was founded in 1999. The name was derived from Cedrus Deodora, an exotic tree that our CEO Victor Terblanche used to export in his forestry days.

The original concept was an online business directory, like Brabys, which was broken up into a franchisable metropolis, called www.FindABusiness.co.za. At that stage, there were 6 employees.

We populated databases starting with the larger metropoles. By the end of this project, we had in excess of 16 000 companies listed on our database.

www.123contracting.co.za

The idea was shelved in May 2000 when Mr Terblanche was approached with what was then believed to be a better prospect. The idea was to convert Bills of Quantity into electronic form by using a process called OCR (Optical Character Recognition). We would also convert our current database applications into the Building and Construction realm.

Soon subscribers (developers, consultants, contractors, suppliers and manufacturers) were prompting us for additional services like:

  • Directory of Industry contacts
  • Researching and Publishing of Tenders
  • Document Collections
  • Site Inspection Reminders
  • Tender Awards
  • Site Attendance Registers

Daily Tenders

The additional services soon became our primary focus and Daily Tenders was born in 2002. An influx of subscribers helped the company grow from strength to strength to what was then known in the Industry as the leading information service provider. Staff compliment jumped to 35.

With the additions of Private Projects and Price Assist Live (PAL), Daily Tenders became the building & construction industries’ continent-wide virtual marketplace where information was disseminated and compiled for distribution. This was to facilitate opportunities via the procurement process and ranged from the initial project concept to the adjudication of material prices.

Leads 2 Business

In 2005 PAL became a fully-fledged service called Leads 2 Quotes (L2Q) – an online platform for contractors to distribute bills of quantities to their sub-contractors & suppliers for pricing.

Our core services: Projects, Tenders & Leads 2 Quotes necessitated a name change as we weren’t just focusing on tenders anymore; our subscribers were looking for opportunities in the private sector as well. Leads 2 Business was born.

In 2012 our services were combined into a single website. Staff compliment doubled, reaching 70.

We’ve added several services since then, including an API which allows our leads to be fed into subscribers’ CRM systems for a personalised experience.

Our Company has always been guided by our subscribers’ needs and evolved to meet the challenges of an ever-changing industry and will continue doing so.

Building Professional Relationships

Building long-lasting business relationships require significant resources, time, dedication and communication.

From a subcontractor’s point of view: How do you locate possible clients? How do you build relationships and ensure your company is included in future works?

1) Identify

Identify your target market or the kind of professional / contractor you want to interact with. As a subcontractor, this would most likely be building contractors.

2) Platform

Source a reputable platform such as Leads 2 Business, where you can obtain details of such companies. We have a vast construction Directory with details of Professionals, consultants, contractors, suppliers and vendors.

3) Learn.

Learn about the client, contractor or professional company and how you can integrate your service offering with their business. Research them, show that you have done your homework and have an interest in their companies and values. Acknowledge a shared interest or common goal.

4) Communication.

Decide on your method of communication. Emails are by far the best and most professional way of introducing your company and service offering to prospective clients. Once a long-term relationship is formed, you can then both decide what other form of communication would be acceptable such as calls, SMS, Whatsapp etc.

I would not recommend sending your company profile to a client via Whatsapp on day 1. They do not know who you are, where you are from and why you are contacting them.

5) Simple

Keep it brief.
Introduce your company and products/services
Prove why your company is above the rest.
Put a proposal together.
List past projects and their value, your level of experience and capacity.
Include a brochure and signature.
Offer to meet face to face as well.

If you are going to approach a prospective client via email. I would email them once and should you not receive a response within a few days, follow this up with a phone call.

Do not inundate or spam the client as this could cause frustration and could result in a negative image towards you and your company.

6) Networking

Besides using the L2B Directory to market your company and make contact with potential clients, you can use our Daily Tenders services. Here we provide you with site meeting dates and information on the tender. See if this is tender you could get involved in, and attend the meeting. Network with the project role players and potential bidders. Get your name and face out there. Put in the effort, be proactive and use the information that you have.

Another way of networking is attending seminars like the Digital Construction Roadshow hosted by RIB CCS in partnership with Leads 2 Business and BEE123.

7) Questions

Don’t be afraid to ask questions. If you are unclear about the scale of the job or scope of work, as questions. Interact with the client/contractor and make sure everything is clear.

8) Impress

There needs to be ongoing communication about the status of the job, issues incurred or any delays. Quality and timeliness of services provided. Work hard and complete the job before the deadline. Clean up and pack away at the end of the day on the job. Leave a lasting impression of professionalism.

9) Get recommendations and referrals.

10) Grow your business

Using L2B you can locate similar contractors or the ones you have done work for. You can see what projects/tenders they are currently actively involved in. Let them know about the job you’ve just completed and attach the recommendation/referral.

11) Touch base

Keep in touch with your clients/contractors. A nice gesture is sending them a small gift or even an email at the end of the year to thank them for their support throughout the year. I find that making contact with the right professional at the right time is imperative. It is often who you know.. and we help with that.
