CIDB 5EP, 4EP PE or higher. Evaluation Criteria: 80/20. Functionality to be part of the evaluation criteria – Threshold of 60 required for further evaluation. Bidders are invited in terms of Section 83 of the local government: Municipal System Act, 2000 (Act 32 of 2000) for the submission of the above-mentioned bids to Lekwa Teemane Local Council. Telegraphic or electronic bids will not be accepted. The council is not compelled to accept the lowest or any bid. The successful bidder will be required to enter into a formal contract with Council. Bidders must supply the necessary information in order to comply with the requirement of section 83 of the local Government: Municipal Systems Act, 2000 (Act 32 of 2000) and subject to the conditions of the preferential policy framework act, 2000 ( Act 5 of 2000) as well as Regulations promulgated in terms of section 5 of the Act. The Municipal Supply Chain Management Regulations published in Government Gazette, 27636, dated 30 May 2005, the Lekwa-Teemane Local Municipality’s Supply Chain Management By-Laws and Preferential Regulations, 2017: Government Gazette No.40553 dated 20 January 2017 will also be applicable.
